Central African Ministers’ decisions on science and technology

    A number of resolutions were adopted at the Central African Ministerial Conference on Science, Technology and Innovation held in Yaounde, Cameroon, on 26-27 September 2006.


    Ministers from Angola, Cameroon, Congo, Central African Republic, Equatorial Guinea, Gabon, and the Democratic Republic of Congo resolved to:

    – Hold annual regional conferences to facilitate and monitor implementation of Africa’s Science and Technology Consolidated Plan of Action.

    – Develop a strong communication strategy to enhance information dissemination in the region;

    – Designate a AU/NEPAD science and technology national focal point in their respective countries;

    – Develop appropriate structures to facilitate movement of experts and sharing of resources to enable co-operation in science, technology and innovation in the region;

    – Endorse the ongoing efforts under the auspices of AU/NEPAD to designate nodes and networks of centres of excellence to implement research and development activities and ensure effective collaboration for the benefit of the region;

    – Establish a database of scientists in the region to build teams for collaborative projects;

    – Promote the integration of science, technology and innovation considerations into national development plans, poverty reduction strategies and related frameworks for achieving the MDGs;

    – Prioritise projects that positively respond to regional and national needs to develop innovative solutions;

    – Develop intellectual property rights regimes in support of science, technology and innovation with a particular focus on the development, protection and use of indigenous knowledge systems and biodiversity in the region;

    – Reaffirm that the AU Summit of the Heads of State and Government in January 2007 be dedicated to Science, Technology and Innovation.

    The Ministers expressed their gratitude to the Government of Canada for its contribution of 30 million Canadian dollars to support the NEPAD/African Biosciences Initiative.
