NEPAD Capacity Development Strategic Framework

    Capacity-related constraints have been identified as one of the greatest impediments for the attainment of the goals encapsulated in the Constitutive Act of the African Union and NEPAD.


    Even though the exact nature and extent of these deficiencies is still a subject of debate, there is overall consensus that they have had an adverse effect on the conceptualisation, management, execution and impact of development initiatives. They arise from a combination of factors ranging from individual, institutional and systemic constraints, including weak harmonisation and integration, to knowledge and information gaps.

    Within Ghana the African Peer Review Mechanism identified the lack of capacity in strategic areas as a major challenge confronting the Government and people of Ghana. Specifically, the APRM process identified a paucity of capacity in policymaking as well as human, financial and technical constraints.

    Existing alongside these deficiencies are problems associated with leadership, low morale, the brain drain, knowledge, information and institutional misfit.
    In an attempt to assist Ghana to address the already identified capacity deficiencies, the NEPAD Secretariat, in cooperation with the Government of Ghana convened a workshop in Accra, on 16-18 July 2007.

    Participants were drawn from the Office of the President; Ministry of Manpower, Youth and Employment; Ministry of Public Sector Reform; National Development Planning Commission; National Governance Programme; Ghana Statistical Service and civil society. As part of the aim to promote peer learning and experience sharing, representatives from Kenya, Madagascar and Uganda also attended the workshop.

    The purpose of the workshop was to deepen national dialogue and understanding of the exact nature and scope of the capacity challenges confronting the Government and people of Ghana as well as explore avenues and modalities to address these challenges through the application of the NEPAD Capacity Development Strategic Framework (CDSF).

    Specifically, the workshop sought to assist Ghana to analyse, understand, identify and recommend appropriate measures to address capacity-related problems with the overarching objective of enhancing public sector performance based on the principles of accountability, responsibility and self-reliance.

    The workshop reviewed the capacity challenges currently faced by key institutions in Ghana and analysed the approaches to resolve these challenges.

    The analysis revealed that capacity-building interventions as currently practised in Ghana and elsewhere in the continent had a narrow focus on training, provision of additional human resources capacity as well as financial, material and logistical support.

    It was generally agreed that this approach had certain inadequacies, such as its failure to take into account the context within which these interventions had to be applied resulting in limited impact on the performance of the individuals or institutions that benefited from such interventions.

    As a result, participants at the workshop agreed that the CDSF represented a holistic and integrated approach to capacity development. Particularly, participants concurred with the position advocated by the CDSF that mindset change as well as dealing with the structural and systemic challenges hampering effective and efficient service delivery should constitute key elements in enhancing the collective capacity of the public sector.

    To this extent, participants agreed to take concrete steps aimed at reorienting the national approach to capacity development in Ghana. This would include:

    Establishment of a steering group to champion the CDSF at national level as well as act as the overall coordinating and planning team;

    Sensitisation of relevant actors and stakeholders at ministerial and technical levels to expose them to the CDSF;

    Facilitating the development of a national capacity development strategy;

    Deepening engagement and interaction with other African countries through the NEPAD Secretariat for peer learning and experience sharing.
